The Adult Strategic Partnership Board is a multi-agency top tier advisory board reporting to the Local Strategic Partnership and accountable to relevant Executive Bodies including those for the Council, NHS Lewisham and University Hospital Lewisham. The ASPB plays a key role in considering strategic and operational issues relating to adult health and social care within the borough.

• Consider the strategic and operational issues of joint working in matters of Health and Social Care in the London Borough of Lewisham.
• Identify key strategic national and local issues requiring a collaborative approach in order that the benefit to Lewisham residents is maximised.
• Consider multi-agency strategies and the contribution of stakeholder agencies taking into account other partnership arrangements both within Lewisham and externally (i.e. across the LSLHA area, pan-London, and nationally).
• Consider the need for arrangements between the Partners within the meaning of section 31 of the Health Act 1999 (“the Partnership Arrangements”).
• Identify agency developments and issues including structural changes, new legislation, powers and resources, which may impact on partner agencies.
• Ensure development of strategies which optimise equality of opportunities for people including access, choice and quality of health and social care services and other activities that impact on health and well-being such as housing, education and employment.
• Ensure that good two-way communication links exist within the whole inter-agency planning structure and between boroughs.
• Consider reports and recommendations from the Adults Joint Strategic Commissioning Partnership Board on strategic commissioning issues.
• Ensure that multi-lateral consultation takes place in relation to key service development proposals, including the community, voluntary sector, persons served and carers in relation to strategic planning proposals. To ensure that the results of that consultation are taken into account when making decisions in order to optimise opportunities and to limit undesired impact.
• Maintain confidentiality as appropriate and establish processes for sensitive matters to be considered with due respect to their confidential nature.
• To Act as an oversight and monitoring board for the Healthier Communities and Older People block of the Local Area Agreement.
